Health Strategies International, LLC is a small woman-owned business providing technical assistance to projects funded by US AID, the World Bank, WHO, DFID, and PATH. Health Strategies International is committed to providing access to health services through development of efficient sustainable health infrastructures. Specific examples of our work include:

Human resource planning, financial modeling, and mobilization
Developing countries suffer from a chronic shortage of trained health workers. HSI helped stakeholders and the Government of Malawi develop a ten-year plan to improve training, compensation and retention of health care professionals. Health Strategies created a financial model to analyze the costs, tax revenues, and retention impact of alternative compensation plans. HSI helped mobilize over $300 million in donor resources to support the new comprehensive Human Resources Plan.

In Zambia, HSI measured existing human resources shortfalls and developed a human resource finance model for meeting malaria scale-up and overall health sector targets. HSI conducted costing analyses of strategic solutions to meet human resources targets, including recruitment, retention and training strategies. HSI provided lead technical support for Zambia’s Global Fund Round Six proposal with a focus on human resource capacity development.

Health service finance, economic analysis, and costing toolkits
HSI developed financial models for the World Bank and WHO to estimate the global resource requirements for prevention of HIV transmission.  HSI developed costing toolkits and trained staff in Zimbabwe and Thailand to evaluate the costs of establishing a safer national blood banking and blood transfusion system.  We developed cost benefit models to evaluate the impact of home-based care models to expand treatment for patients living with AIDs in Barbados and Zambia.  We provided technical assistance to assess the costs of the World Bank funded HIV/AIDs prevention programs in Malawi.

Training and capacity building
In China, we provided training and technical assistance to increase decentralized financial management of health care budgets. In Russia, HSI provided training for municipal managers.  We provided technical assistance to managers in Mexico to utilize new techniques for evaluating health service effectiveness.

Policy Reform
HSI provided policy analysis and options for the Ministry of Health in Ghana to examine the feasibility of social insurance plans.  We examined the regulatory framework in South Africa to enhance municipal service partnerships for delivery of health services. In Romania, we developed and implemented health sector reform policies, including private insurance schemes, Basic Benefit Packages and National Health Accounts. We are active participants in the dialogue between developing country stakeholders and international donor agencies on the need for system strengthening, stakeholder capacity building, advocacy and decentralization.
